Oklahoma County Detention Bureau - Offender Character First! Program

Mission Statement

The Character First Juvenile and Security Threat Group (STG) Offender Programs provide an avenue for juvenile offenders and for specific gang members housed in the Oklahoma County Detention Center to develop positive character qualities and life skills.

Specific Goals/Measurable Objectives

Goal #1 - Provide opportunities for motivating targeted offender populations in an atmosphere that focuses on positive character development allowing them to make wise choices for positive personal change.

Goal #2 - Eliminate juvenile inmate fights, injuries and damage to the facility.

Goal #3 - Separate STG's (gang leaders and other gang members) who have routinely disrupted facility operations. Provide alternative specialized programs including promoting positive character.

Goal #4 - Detention Officers will exemplify positive character qualities and earn respect consistent with enforcement of security procedures.

Program Description

The Juvenile Offender and STG Character First Program allows participants to be aware of the importance of developing good character and defines specific methods by which to promote various character qualities.

  • Since 2000, weekly Character Building classes have been attended by both male and female offenders.
  • Since early 2005, weekly Character Building classes have been attended by inmates designated as Security Threat Groups (STG).
  • Two of the forty-nine character qualities are addressed each week in a group setting.
